There in black and white, the sheriff's office investigation makes it clear: it found "a prior report of domestic abuse against Sam Malone from October 4, 2002." That would be before Malone sat on council. That report, coming from the Department of Job and Family Services would have had to have covered potential abuse of a child. Fast forward two and a half years, and he faces the same charge."
